I think that, by knowing the Darkhold, they knew that dreamwalk makes someone's power a little limited in the universe that the person is invading, Elizabeth Olsen confirmed in interviews that this process required most of Wanda's powers, but she was still very powerful invading that dimension, I imagine what Captain Marvel meant is that they would be able to deal with her if she dreamwalked because her powers would be reduced to the point that they could contain her, but they clearly underestimated how powerful she really is

Black Bolt has been in the MCU for five years. Wanda already knew his power. "Smartest Man" means robots and spaceships. It DOES NOT MEAN magic, or even rudimentary life skills. On the contrary, Reed has frequently fucked up his family affairs, driving away his wife and friends and almost teetered on financial collapse. Nothing in his history has anything to do with tactical matters. Besides, explaining the facts of the matter, about who and why "you're going to lose" is exactly what his character is and what he's famous for. He WANTS to save lives and will give away anything at anytime to make it happen. He's the hero, and that's kinda what they do.
