The site of a nuclear disaster that's still at the epicenter of a contentious issue.
In March 2011, a 9-point-zero magnitude earthquake that struck Japan's eastern coast triggered a major tsunami in 2011.
This sparked a major disaster --a nuclear meltdown, as the wave caused the nuclear fuel in three of the reactors to overheat and melt down.
As a result, Japan had been storing about 1-point-3 million tons of treated water in approximately one thousand tanks.
But now it has begun discharging radioactive water after a treatment process --though many are still not hundred percent sure if it is going to be safe.
What are the details of Japan's plan and how are other countries reacting to this?
For this we invite Jake Adelstein, a Tokyo-based journalist.

(ADELSTEIN) Q1. Japan eventually initiated the discharge of contaminated water on August 24th at 1 PM. This process is expected to span more than three decades. Could you first give us the details of Tokyo's discharge plan?
(ADELSTEIN) Q2. How are people in Japan reacting to the decision?
(ADELSTEIN) Q3. Japan reportedly has allocated 80 billion yen to cope with any damage and help fishermen carry on with their business. Could you give us details of this compensation plan and do you believe such compensation will be able to appease local fishermen and those related to the seafood industry?
(CHOI) Q4. Before we get to other countries' responses to the discharge, let's talk about the timing. Is there any reason for Japan's decision to release the wastewater soon after the Camp David Trilateral Summit?
(CHOI/EXTRA) Q5. Washington has been showing strong support to Japan, with State Department spokesperson Matthew Miller saying that the U.S. is happy with the level of transparency Japan has shown. Could there be any political reason behind such support?
(ADELSTEIN) Q6. Yet, China is showing strong opposition and dissatisfaction. Once the biggest buyer of seafood from Japan, China on Thursday said it would block all such imports. Could you give us more details on China's reaction?
(CHOI) Q7. Tokyo's relationship with Beijing had already deteriorated in recent years as it drew closer to the U.S., and it seems Sino-Japanese ties be further damaged. What impact would this have on the two countries' ties, and of course, on public sentiment?
(CHOI) Q8. During a UNSC meeting held on Friday to discuss Pyongyang's latest satellite launch, the regime's ambassador to the UN condemned Japan saying the release is a heinous crime against mankind and the environment. Could we say the regime's criticism is to redirect the world's attention from the regime to Tokyo?
(CHOI) Q9. Seoul and Tokyo agreed that the Japanese government would provide Korea with real-time data and Korean experts would be allowed to make regular visits to the IAEA field office in Fukushima for monitoring. Some however say such an agreement is less than what South Korea originally expected. What's your view on this and what could be the reason for making such an agreement?
(CHOI) Q10. Over the weekend, thousands of people rallied in Seoul, protesting Japan's decision to release the radioactive water. This was done with lawmakers from the main opposition Democratic Party of Korea. Could such a strong opposition in any way affect Seoul-Tokyo ties?
(ADELSTEIN) Q11. Japan’s fisheries agency and Environment ministry have done tests to find out the levels of the radioactive isotope tritium. How were the results?
(CHOI/EXTRA) Q12. Though they say there are no detectable levels of the radioactive isotope tritium, do you believe such results could affect neighboring countries' concerns? Is there any possibility the discharge could be halted due to other countries' concerns?
(ADELSTEIN) Q13. What is concerning is that not even Japan knows when this will be completed as rainwater and groundwater coming into contact with radioactive debris generates new wastewater every day. Does Japan also have such concerns?
(CHOI) Q14. The release of the wastewater just started but it seems this issue is going to be controversial for a long time. How should Japan deal with this issue to keep the environment safe and not to sour diplomatic ties with neighboring countries?

​@@cheapazoid-ox6cvand supported by America... what did Japan give or promise America? America even leaned on the skorean government and media to be quiet... The concern has been around the fact that this water is not regular wastewater used to cool regular operations but contaminated water that came in contact with a nuclear leak likely to contain not just tritium and carbon-14, which can't be removed, but potentially a large number of other substances, radioactive materials. So what we really should be doing is trying to minimize human exposures to radiation that are unnecessary and can be avoided. Any unavoidable exposure should be kept as low as possible. In this case, there's a very important argument to be made about whether this discharge actually needs to happen and whether the alternatives have been properly considered and explored. Because for people, especially outside Japan, one could argue that there is no benefit from this discharge. There is only harm. As for the ALPS devise, it's not widely used in industry practice. It's not been scientifically approved and tested in terms of its efficiency and effect. The Japanese side repeatedly mentions the term "treated water." The fact is that of the 1.4 million tons of contaminated water, only a little bit has been treated. We don't know how the ALPS device could handle the vast remaining quantity of contaminated water. The IAEA has no mandate whatsoever to issue a green light for Japan's discharge of contaminated nuclear water. What the IAEA can do is to set up the scientific standards, request compliance with those standards and monitor whether they have been followed or not by its member states. This is not normal discharge. This is waste material that's projected to be discharged over many decades, which will continue to accumulate. We're not just dealing with the almost 1.4 million tons of contaminated water that's present now, some of which has already leaked into the ground water and will end up in the ocean, but many more tons that will accumulate over decades. the final report and statement made by the chief of IAEA are self-contradictory and highly controversial. The director general stated that the treated water was drinkable and swimmable. That is surprising. If the water after treatment is safe, as he said, and can be used as drinking water and be used for swimming pools, why doesn't Japan use this water for its domestic agriculture and industrial purposes? If it's clean and safe enough, there was no need to discharge it into the oceans. At the moment, we don't have any convincing evidence that the treatment of the water will work. Based on the evidence that TEPCO has released so far publicly, 72 percent of the samples of water that had been treated by APLS in one treatment round did not meet the regulatory standards. Some of them were almost 20,000 higher than the regulatory limit. So we really have no proof that the purification system will work as intended. That's a very direct concern about this discharge. The one approach which the Japanese government is applying is dilution, as if somehow diluting the material, it obviously reduces the concentration. But the total amount of that material is unchanged. Dilution is not a solution, because it doesn't change affect the amount of material in total that is released at all.

Yes, Japan should shipped all of those discharge in shipping tankers to US and dump it onto their shores. That's the way to thank US for declaring that those nuclear wastewater are safe.

If the Fukushima contaminated nuclear water is safe after treatment, it should be recycled to use to cool down the nuclear reactor which is still burning if not drinking, why Japan insists to discharge those water into the ocean?😢

The scientific equipment,no matter how advanced they are ,can't guarantee to see every tiny particles with our naked eyes. There is this much that human eyes can see. Hence, even if the whole world top scientists are involved, they cant guarantee anything for the whole human race. Can we blame all these scientists?? So, safest way : stop discharge NOW!!!! Japan ,be open and let rhe whole world help you if you don't have money to properly dispose !!

What Japan government did not tell you about the Fukushima radioactive contaminated water? 1. The IAEA only acknowledges that the process of treating the nuclear radioactive materials is in place and will continue to monitor the situation; however the IAEA report stated clearly that it DOES NOT recommend or endorse the decision by the Japan government to release the radioactive water into the Pacific Ocean. (See attached images) 2. IAEA was only tasked by the Japan government to monitor the level of tritium and not other at least 64 know radioactive isotopes that were identified as the result of the nuclear reactor meltdown during the tsunami disaster. It’s dangerous to rely solely on tritium alone and ignoring others to demonstrate the safety of the radioactive water released. 3. The samples are provided strictly by the company TEPCO for testing and no other parties are allowed to collect samples for testing on their own. 4. Comparing the waste water from normal functioning nuclear plant with Fukushima radioactive contaminated water due to the meltdown incident is like comparing apples to oranges. Fukushima radioactive contaminated water need to be compared with the Chenorbyl radioactive leak elements as both suffered similar meltdown due to collapse of their nuclear reactor where a variety of known and unknown radioactive isotopes were created due to direct exposure to nuclear elements. Details as below: Tritium is often used as a reference for measuring radioactive water due to its relatively low health risk compared to other radioactive isotopes. Tritium is a radioactive form of hydrogen with a half-life of about 12.3 years. It emits low-energy beta radiation, which can be easily shielded and doesn't penetrate the body deeply. Because of these properties, tritium is considered to pose a lower risk to human health compared to other more dangerous radioactive isotopes like cesium-137, carbon-14, and strontium-90. However, while tritium is less hazardous in comparison, its use as a sole reference for radioactive water measurements can still have limitations, especially in the case of the Fukushima Daiichi nuclear disaster: A. Diverse Radioactive Isotopes: The Fukushima disaster released a wide range of radioactive isotopes into the environment, including cesium-137, strontium-90, iodine-131, carbon-14 and others, a minimum of 63 known radioactive isotopes was identified. Each of these isotopes has different radioactive properties, biological uptake, and potential health risks. Relying solely on tritium measurements seriously underestimate the overall radioactivity and potential hazards posed by these other isotopes. B. Cumulative Effects: Tritium's low energy beta radiation makes it less immediately harmful, but its long half-life means that it persists in the environment over an extended period. This raises concerns about potential cumulative exposure to tritium over time, which could have health implications even if individual exposures are low. This is about tritium, what about the other 63 identified radioactive isotopes that’s not being tracked? C. Ecosystem and Environmental Impact: Tritium, while less dangerous to humans in the short term, can still impact aquatic ecosystems and other environmental elements. Its potential to bioaccumulate in certain organisms or concentrate in specific environmental compartments might lead to ecological concerns. Similarly, how the other 63 radioactive isotopes will impact the marine ecosystem over the next 30 years? D. Perceived Safety: Relying on tritium measurements alone might give a false sense of safety to the public. People might assume that the water is safe based on tritium levels without fully understanding the potential presence of other more hazardous isotopes, in particular with regards to the Fukushima radioactive water. In the case of the Fukushima disaster, given the complexity of the radioactive releases and their potential impact, a comprehensive approach that considers a broader range of isotopes and potential health and environmental consequences is advisable. Tritium measurements can be part of this assessment but should not be the sole basis for determining the safety of releasing treated radioactive water into the environment. It's important for experts, regulatory bodies, and relevant stakeholders to consider all relevant factors and engage in transparent communication to ensure the best decisions are made for public and environmental safety.

China conducted several atmospheric nuclear explosion tests in the Takmalakan Desert, dumping thousands of tons of radioactive material into the atmosphere. They are still floating in the air today. Isn't this a crime against humans, with so much radioactivity released that it cannot even be compared to the treated water from Fukushima?

Acid test: After a month or so after releasing the "treated water" into the sea, the Japanese PM and his cabinet, along with their families, should demonstrate that the water has not affected the fish/marine life in the nearby sea by publicly eating sushi, freshly caught from the surrounding sea, for a month.

2011 Japan's Environment Minister [Yasuhiro Sonoda] claimed that nuclear sewage was harmless and drank it in public; he later died of multiple myeloma and is no longer alive. Now, they would rather spend tens of billions of dollars on public opinion manipulation of major bloggers than on improving water treatment facilities, and solving nuclear contamination is much more costly than 'hara-kiri'!

That's a great insight, there's a simple logic to this issue which the sly Japanese government has ignored. If the nuke wastewater is safe, there's no such need to dispose it into the sea (could've use that for their own farm or city cleaning etc.) However, if it's not safe then they shouldn't even started this irresponsible act. The proper way would be underground piping disposal, solidifying the water with cement and storing the solid wastes deep underground, or via electrolysis cleaning which is the most expensive method that consumes most electricity. Sadly, all 3 methods recommended by experts have been ignored by the Japanese government. Meanwhile all corporations around the world are talking about Environmental Sustainability Governance (ESG) and here we have Japan...Godzilla in the making

It is not WASTE water please. Not the ordinary waste water used as coolant for nuclear reactor. IT IS nulcear CONTAMINATED water which was mixed up with myriads of radioactive isotopes released by the damaged nuclear fuels.

Keep in mind the ongoing disaster at Fukishima has already re routed all airline flights so that no flights over the entire area occur due to a secondary catastrophic event called the Wigner effect. The Wigner effect as it turns out is the most deadly nuclear warfare weapon EVER… Its worth the research for anyone wanting to know. It is also terribly depressing info. That’s why they’ve been so quiet about everything🥺

Whenever there’s a ‘problem’ , it’s never really a problem but a lack of good leadership and knowledge. If the tritiated water they are discharging into the ocean was treated as they claim, then it’s an incredibly crazy idea to dumb it into ocean. The tritium in the water can be recovered using a polymer like polyaniline. So they could have removed all the tritium with polyaniline and buried it using the same strategy the Finnish are using to dispose of nuclear waste. An even better idea is to use the tritium doped PANI to make nuclear batteries to power the production of hydrogen . There’s also Ruthenium in the water they are discharging. Ruthenium can be used in CO2 reduction to valuable chemicals. If they ignored all these great ways of using the radio isotopes they are discharging into the ocean, then it means they are hiding something or they just have poor leaders. I’m surprised an advanced country like Japan is doing this.

Comprehending the continuation of this situation for three decades is challenging. While California in the US is likely to experience the initial impact, no steps have been taken so far. This constitutes a colossal oceanic disaster, influencing all those linked to it, extending beyond California's borders. Ultimately, all water bodies and the atmosphere will be affected, with the unsettling possibility of cancer for everyone.😢

only after placing marine life in a controlled tested contained tank could they assure it was not harmful to the ocean life...without this type of testing to the marine life in the test could they or anyone say it is safe to release .............this is another case of release and see what happens which could then be too late to reverse?????

Do you realize Fumio Kishida, Japanese Prime Minister, who has appeared frequently every day, has not shown up since he publicly led a team to taste Fukushima seafood on August 30? By logic, he should be happily showing up on TV to say I AM HEALTHY. But where is he? Something must have happened to stop him from even sitting in front of the camera. In fact, there was news saying he was hospitalized few hours after he ate the fish. Hmmm, very suspicious now...

It seems to me that this topic needs someone with some proper scientific credentials to comment on the safety of the waste water. No one in this report has such credentials. It was a fair try to show the level of concern in the region. That is commendable. I suppose we all must look to our local news sources for more in-depth coverage.

Very true, but the IAEA DoG, the US president and all its Western allies kept quiet except China, and now SKoreans. China have nuclear power plants so are many EU countries, the US and many more. They discharge waste water from cooling, the Japanese discharging are different. CONTAMINATED. I FEEL SORRY FOR FUTURE GENERATIONS IF TODAY THEY LET THE JAPS DOES IT.

Thank you for the video. Hahaha.....EVERY country that deals in nuclear technology must have their waste products get rid of somehow. Land burial is ideal, but that area can't be use for agriculture, urban development, etc for a very long time. So, best alternative is the Ocean. With some 1.335 billion cubic kilometers in volume, dilution is the logical solution (never mind the consequences) after all, the numbers you show on paper (remember the several atomic underwater test by the US in the 50's? - those are 100% untreated and we are still here today) wins the day. There are hundreds if not, thousands of barrels of untreated nuclear waste, already dump in the Ocean (previously). Use this presentation versus your treated water release and nobody can win against you. The point I am making is, if it's unreported nobody know, when we know, what can we do? Will any Government listen to us when their experts used the above presentation? They got the numbers on paper we ordinary folks can only wait and see. It has been this way since the first atomic test and will continue to do so.

The real issue is tepco has painted themselves into a corner and start costing them too much money. The fukushima disaster itself was caused by jpn's internal corruption and cutting corners and also using outdated reactor designs created by incompetent people. Now, they are too ashamed to allow outside countries to perform an independent verification on their claims. The IAEA itself in the report clearly claimed that the report does not constitute any endorsement for the discharging plan, and clearly stated that the report is based on the samples and data directly provided by the tokyo Electric company, and we all know that the reputation jpnese companies in terms of providing true and accurate data now lack any credibility. Tepco only sampled 2 containers out of hundreds to provide data. These are all know facts.

@@cheapazoid-ox6cv What are you talking about??? It's no use blaming TEPCO now. They are taking responssibility including compensation for damages from the beggining. I don't know your perspective over IAEA is coming from. Their latest statement tells that IAEA agreed discharging into sea on the premise that the quality of the treated water keeps satisfying the world standard regulated by IAEA. That's why the monitor confirming the quality of treated water was installed. It means quality of all of storage tanks will be checked before discharging.
