So when I unlocked the Lazaret Plaza, I did it by first building a big city that was making a lot of money, then turning off all of my healthcare and deathcare, waiting the requisite amount of time, and then turning everything back on again. And yeah, it sunk me millions into the red, but here's the thing: once the city started growing again, it grew steadily. Yeah, I didn't have any money to build anything new, but it wasn't a fail state, it was just a waiting game. So I just waited, and clicked the "reject" button every time the bailout option was presented, and eventually, the positive feedback loops kicked in and I was able to just leave it running until it ticked back over into the green. Didn't make for interesting viewing, but it worked.

Okay, it's been a long time since this video is up. Somethings I had done to get all the monument requirement buildings. 1. When it's to make people suffer by not providing health or police protection or anything, do not delete the service buildings, just turn off. After achieving the target you can swiftly switch them on and voila you've all the services available and people will move as fast as they left. 2. Switch of Bus depots, Train Stations & Airports. Since there aren't enough people to use the services turning of them saves a huge amount of cash. 3. Switch of all costly unique buildings I achieved all the monument requirements in one save, so you can guess how many times I had to purge the city and pull them back from zero. I really wish you all to see the graph of population v/s time.

Nice work I noticed in the industries budget, there were expenses in the ore (10:38) industry but not income. That could be because one of the factories needed ore products but no industry found. Also, for the Forestry industry to not make money, the main reason usually is because the processing factories are too far (or without workers). When there is a drop of workers, it's better to turn off the factories and sell the raw product to increase the income. I think you didn't check the flow of the industry products. Having worker buildings and storage besides the industry is vital for the correct flow of income. Thanks for the amazing job, my cities improved a lot these days thanks to your tips.

wouldn't dropping the taxes right down bring an influx of people? Then put it back up to get back into profit

As a correction absolutely nothing happens if you go bankrupt twice, nor is there a limit as to how bankrupt you can get (from what I can tell). I almost exclusively reject bailouts because then you cannot get achievements anymore. The worst town recovery I have done was -4ish millions helps to just pull out a laptop and just do other things once fix the budget and wait like 3 hours lol
