I found all the QR CODES before I even completed Act 1. In fact I largely ignored the story and did most if not all the other side quests/ investigations well as far as the game allowed me to until the final sequences unlock with story progression.

Ubisoft used google maps to recreate Chicago even the bunker is real! The Bunker is just a normal station or boat station in real life the control centers are the operating ares for mobile communication and the CTOS towers are mobile operators Blume Head quarters is Just a normal working place in the real World Chicago! *DO NOT READ IF YOU DO NOT WANT TO KNOW THIS IS A SPOILER*
