I'm not sure what else they can do with Shelly, she mostly just complained about moving to the farm constantly like Stan I DO wish that Shelly saw WHY weed was legal, for health reasons. For Sharron, they could just have her do more with the business like tell Randy to sell other products besides joints. Cannabis can be made into edibles, scented candles, lotions, etc Randy relies too heavily on just joints when there could be more and Sharron just needs to tell him

My theory is that Shelly doesn't actually hate Marijuana she just hates the effect it has on people, especially her dad and how it completely took over their life. That's what led her her to believe that all it does is make people dumber cuz Randy's obsession with the farm has turned him into a shell of his older self. The smart, calm(sometimes crazy) geologist they loved as their dad is now the root of almost all their problems. Also I bet it's kinda hard for her to see the health benefits of Mary Jane when the men of South Park were literally getting cancer so they could get their hands on weed. So I feel like explanation or not Shelly will still hate weed. And her hatred for it makes sense tbh.

That's the thing the parents never call Shelly out on her behavior. Despite all that she just have some good moments like in that episode when Stan asked her for help because an old classmate Trent boyett was being released from juvenile Hall and plan to get revenge on the boys Shelly realize her brother was in trouble and decides to help.

I'm gonna put this all on the parents. There's an early episode where 12-year-old Shelly is dating a 22-year-old named Skyler. Stan calls him out on this. Randy and Sharon are apparently oblivious. Seems like there's a whole lot of neglect going on in that household. Randy, in particular, has been extremely self-absorbed for a huge portion of the run of the series.

The episode that introduced Shelly made me physically uncomfortable when I first watched it (I must have been 13-14), just because the violence that Shelly inflicted on Stan was, while exaggerated, was viscerally unpleasant to see. I'm glad that setting on fire scene got cut because the episode was uncomfortable enough without it. Also the fact that Shelly basically abused Stan through no fault of his own, he was just a "thing" she would abuse that couldn't fight back. It's implied that it's due to her dental gear (though we only have Stan's perspective so we don't know what else might make her so psychotically violent) and she takes out her frustrations on Stan, but the conflict is never resolved. She only covers for him so she can go on abusing him.

Besides, I didn't forget about her because a long time ago, I imagined to my brain about Shelley being friends with her little brother Stan after she apologized to him before her parents got divorced just because Randy cheated on Sharon with another woman named Liane Cartman.
