That "my word shall not pass way" is referring to words spoken, not words written. It's basically "what I say is always true"; not "you will always have a precisely accurate record of what I say". And while it may not be much of a difference, it's less "don't do this bad thing inwardly", and more "do not have this as part of your spiritual condition". Maybe just a different way of saying the same thing, but I do think it works better.
