If you listen and decode the message he said, akimalizia, "We gave CS Mbadi to the government when his suits were fitting him, now, the economy has made the suits not fit him. He appears stressed....." . I have paraphrased. That is a form called parable (It can also be called Satire, the way you understand it). He is talking about how tough this economy is and how much pressure is being put on CS Mbadi as he tries his best to stabilise the economy. Try understand the context.
