From what i can see of it, I think it's a changing bag for film photography. You put your camera and a developing tank inside, scissors etc, zip it up, then put your hands in either side and take the film out and load it into the developing tank. It allows you to do it in daylight rather than needing a darkroom. This would also align with the Japanese thing as Japan is big on photography.
