That mouse issue actually comes from a problem all of the Paradox games have with rendering. You notice the issue the most when playing fullscreen outside of 16:9 (I play on 16:10), to where your mouse is displayed offset up and to the right of where it actually is. And you can tell it's a systemic engine issue because ALL of them (EU, CK, HOI, and Stellaris) all have the exact same offset.
