He was pretty clearly joking. His style of humour seems to be deadpan edgelord, shock-value stuff... that's why the host played along, why he was suppressing smiles, using comedic language (e.g. calling dog cum "dipping sauce"), and why the comments weren't acknowledging it except to say things like "jokes aside..." It appears to be his brand of comedy... his ad promo code is "BILLCOSBY" for god's sake. it's blatantly obvious that this "dark humour" is part of his character. Now, whether or not it's funny at all is another question (it's not). What I find actually funny is that Ethan has recurring guests who use this exact same kind of shocking, lie-based humour. If Bobby Lee had started saying this on an episode, for example, Ethan would've probably rolled with it for laughs, much in the same way the other host did. I don't know why he was unable to recognize that same style of 'joke' from the NELK dude

im sorry but that nelk boys dog segment was too much for me. i got physically nauseous. it's jokes for you guys, kind of too far on Ethan's part imo thank you Dan for cutting it, but that man admitted to abusing his dog in such a repulsive way it's not even funny or something to goof on. im still sick to my stomach over it. he needs to be genuinely investigated for it. that's straight up abuse. i can't even put into words how truly repulsive and disgusting that is. as someone who has a dog that i love like he's my child, i couldn't imagine violating him like that. that's sick. that man is a sicko. literally so gross im just shaken by it. what the absolute hell is wrong with him?

I have female cats and they both went into heat a couple time before they got spayed. I asked my vet if there was anything I could do because they were driving me crazy and she recommended I use the tip of a thermometer to stimulate and relieve them to atop the heat faster. I quickly decided suffering the nonstop meowing was better than assaulting my cat.
