Maybe Gauls/French & Germani have carried chips on their shoulders ever since the Italians/Romans burst out from the Boot to waste em. Ever since the fall of Rome, all the barbarian groups who eventually became the "French" & "Germans" seem obsessed with claiming to be "the New Romans" at different points in history. Ala the Carolingian Empire, the Norman Empires, the several Holy Roman Empires, the French Empire, the Napoleonic Empire, the 2nd and Third Reichs, etc. Often in succession & in direct competition with each other. Like, boys boys, you're Both Pretty. But sorry, try as you might, you'll never be the Romans. The Italians will always have that over everyone else.

Being an oath-breaker was a BIG deal in a culture where your word was your bond and your personal reputation was more valuable than your wealth.

Well spoken! Many may think this was Just a Christian value, but the truth IS that Word and Oaths were capital matters to the GERMANIC TRIBES, part of their ethos. Since both cultura mixed those early kingdoms became Very fond of Oaths. And ITS such as XENON was something important in the Ancient WORLD (common between Middle Eastern and Greeks, but mainly cristalized in the CULTURE of romana and Greeks). THINGS like that were always Paramount when your WORLD had no common laws, except for the Common Sense of civility and honor.

For a broken "empire" where every city functioned on its own and did not comply by the Imperial Laws and a bunch of hungry neighbours around, the HRE lasted VERY long and is definitely one of the greatest political entities in history

It actually wasn't like that for much of its existence. People get their knowledge of the HRE from EU4 or that one Voltaire quote. The HRE evolved and changed through the many centuries it existed. And for much of its history the HRE was one of the more stable realms in Europe.
