I guess this probably goes against the conventional wisdom about sequels, but I don't think a movie that's part of a previously-established property or continuity is obligated to appeal to fans of the previous installments. (I know that said fans, in particular, are fuming at this statement, but I stand by it.) Edited to directly answer the OP's question: Presumably, this movie was supposed to be for people who like Lady Gaga and musicals and liked the idea of adding both of those to a movie about Joaqin Phoenix's Joker. It's not that deep.

I feel like y'all might need the insight that there is currently a really fcking dumb stan war between the fans of Lady Gaga, Arianna Grande, and Selena Gomez, all of whom are convinced their fave is going to be nominated for Best Actress (or in Grande's case, Supporting) at the Oscars for their respective roles this season (in Joker 2, Wicked Part 1, and Emilia Perez respectively). So yeah, there was always going to be a very loud and very dedicated band of Gaga fans who will say nothing but highest praise for this film (and by proxy her) no matter what a disaster it turned out to be, so if you're stuck in an algorithm of seemingly baffling positive reviews that don't actually talk about the things that WERE done well, thats whats going on.

The studio gave Todd a ton of money to make an auteur film based on the strength of the direction he took the first film in, which has been something that many comic (and general) fans have been saying there needs to be more of (less Marvel formula) and he goes and does this mess, making the case to studio heads that they should never give a director money to make an unformulaic film again.

It was a standalone movie, no need or room for a sequel. That was the vision for it. It isn’t like the director has control over the property, the biggest form of protest he has is not taking a paycheck or being involved with the movie. Both of which don’t benefit him at all. They would make it without him or any of his creative input and just pay someone else. The fault is with the studio for viewing everything as a tent pole.

Superhero movie fans wanted more remakes of the 70-80s movies as a superhero movies? So I guess next is the story of Frank Castle, a vigiliante cop, visits his wife's company Christmas Eve party at Nakatomi Plaza when a group of terrorists led by Helmut Zemo takes over the building and kills his wife and their children. Now Frank is going to punish Zemo and his goons.

No hydro joke this time y'all. i liked Joker 2: "How the clown got his groove back" quite a bit. It's got a bunch of issues, but i had a blast. Gaga is incredibly underused, the structure and pacing are off, as in both the editing and the story itself. However, the looks are imaculate, it's a beautiful film, the music selection is nice, i enjoyed the numbers (when they don't overstay themselves, that phone one was way too long), and i enjoyed the themes, the story ideas are great but similarly to the first movie, there's too much on its plate and it fumbles itself consistently, it's more flavourful and interesting than the previous film, but a lot more disjointed. In conclusion, drink your water, get hydrated, if you like musicals, it's an easy recommend, and i do not understand how people got upset with it, legit PI gone mad.

A ten minute discussion about how movie studios don't owe fans anything and shouldn't go out of their way to give them what they want, followed by a mostly positive review of a sequel only people who weren't fans of the original could like and as a result will lose the movie studio hundreds of millions of dollars - priceless.
