The guy's name is Jay Kay and the band is Jamiroquai from the UK. He's made loads of music videos. This is song from the 1990s. He first emerged during the UK Acid Jazz scene in the 1990s. He's still going strong, tours all over the world. 1990s fashion. Great reaction.

JK said in an interview that the name Jamirquai was inspired by the American Indian tribe Iroquois combined with the name jam as in jamming as the Americans named much of their fighting aircraft after Indian tribal names.
