Only if: 1) It's not our world. 2) It's weirder than Night Vale's world. 3) The parts Cecil finds weirdest are the parts that we would consider mundane. 4) Cecil starts by describing those parts so we think it's our world, but slowly things start to not match up quite right. 5) Then he offhandedly mentions something ridiculously weird.
