I used a neutral brown, a level four similar to yours, but my hair is warm now the cool tones have completely faded. To add the cool tones back into my hair do I just tone my hair with a level four cool brown?

You have to have a cosmetology license to get that color line I use it everyday it’s my go to color line. Covers grey so nice. Has a very diverse color range.

Not necessarily do you need a license to get professional color. it depends on where you live and European countries like Bulgaria you can buy professional colour without a license.

Most professional brands require a license it violates there diversion policy and if injuries result it voids the company from getting involved should something happen. In the USA if you buy products that are for professionals your license can be revoked.
