Well tough question, first you're right. The Welsh Mountain is the same as the Welsh A. But considering his height he could be a Welsh B. Maybe he's just a tall Welsh A pony but the Welsh Pony and Cob Society made those clear divisions. Maybe you find more informations in Harrys papers or on the website of the society. Sorry for not being that helpful!

The WPCS says that section a ponies that grow over 12 hands must be re registered as section b.
