What does it MEAN?! A Warning Sign in a nice Neighborhood of Japan -

I recently visited a beautiful Japanese neighborhood, but I noticed two signs that made me question its safety. Despite its charm, there were warnings about perverts in the area. Why would such a lovely place need these signs?
最近、とても素敵な日本の町を訪れましたが、安全性に疑問を感じさせる二つの看板を見かけました。魅力的な場所にもかかわらず、「変質者に注意」との警告がありました。なぜこんなに素敵な場所にこんな看板が必要なのでしょうか？

There is a reason there are women only trains in japan. I'd rather see signs asking the perpetrators to stop their assaulting behavior!

@@greenaum fyi: it's part of r*pe culture to blame the victim. So is asking the victim to not be assaulted.

@@greenaum im which world this would be helpful? In a world where you go into a museum an see signs to not touch the art. But in our grape culture the art aka the v*ctim is blamed for being hurt and touched. Why does it function like that for art and not for human?

Signs like that are there for a reason, sadly women always need to look out wherever we are, so a sign like this is definitely a warning that it has happened there before and likely to happen again. Places like that I would avoid going late at night or alone.

You’re right. I found out that there were several reports of groping and flashing in that area late at night when female university students were heading home. Being a man, I can’t imagine having to avoid certain areas due to fear of being physically or mentally harmed. It’s a shame.
