I don't really know the answer, but it could mean that even the souls in Hell are not totally separated from God's love. Or it could mean that they are all given tablets like mine: torture enough on their own.

The Jews marveled over 2000 years ago at John 5:25 when Jesus stated "Verily, verily, I say unto you, The hour is coming, and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live" as well as "marvel not at this: for the hour is coming, in the which all that are in the graves shall hear his voice (John 5:28). Not the King James translation ,This (Acts 2:27,31) David saw and prophesied of his own death and Jesus death, burial and resurrection.It is an elliptical sentence which comes to the conclusion of the matter ,That all who go to hell are Left in Hell, which is a place of torment , not even a drop of water is given to them, you get your thoughts form doctrines of devil's, Why would The Father who said this is my Beloved Son in whom I am well pleased send his Son to preach to anyone in Hell that have rejected the gospel while on earth, 1 Peter 4:6) For this cause was the gospel preached also to them that are dead, that they might be judged according to men in the flesh, but live according to God in the spirit. Read it over again carefully the rich man in hell did not ask for himself, nor did he have preached to a second chance but he knew that was impossible, but he would not wish Hell on his five brethern , Jesus told the thief today shalt thou be with me in Paradise ( Luke 23:43) Ephesians 4:9) Now that he Ascended, what is it but that he also Descended first into the lower parts of the Earth ? Paradise is the place where the spirits of just men are kept until the day of the resurrection . You read Abraham and Lazarus were there, so there is no second chance to hear the good news and Jesus Christ didn't go to experience hell and Colossians 1:16) For by him were all things created, that are in heaven and in Earth, visible and invisible, whether they be thrones or dominions, or principalities or powers: all things were created by him and for him. So don't put out that other Lie he had to go to Hell to get the keys from the devil, Revelation 1:18) I am he that liveth, and was dead; and, behold,I am alive for evermore ,Amen; and have the keys of hell and of death. Which He will open with His Voice,and death and he'll will Obey his Voice and deliver up the dead in them Revelation 20:13) 1 Thessalonians 4:15-16) Besides Jesus is the Author and Finisher of the Faith when he said it is finished John 19:30) the Lamb of God work was done he endured the cross for the joy set before him, Hell is not a Joy Hebrews 12:2) Now hear the Gospel, believe it, repent of your sins, confess Faith in Christ by making the greatest Confession on mortal tongue as the Ethopian Eunuch did in Acts 8:36-39)he asked what doth hinder me to be baptized? And Philip said, If thou believest with All thine heart thou mayest, And he answered and said, I believe that Jesus Christ is the Son of God. And he commanded the chariot to stand still; and they went down both into the water both Philip and the Eunuch and he Baptized him.And when they were come up out of the water , the Spirit of the Lord caught away Philip , that the Eunuch saw him no more : and he went on his way rejoicing. So, when the graves were opened and the saints went into the city to testify, that was not Jerusalem? That was the New Jerusalem/Heaven, the Holy City of God?

Scripture doesn't say anything about it being the New Jerusalem,l think you are reading into the text there.As l see it,some( we don't know who)were resurrected in their human bodies & then went into the city!

There is no scripture that supports that Jesus went to hell. No where.
