Well you can't actually prove it was premeditated murder. It's technically possible that she died by accident (manslaughter), or even that she killed herself. It's obviously not likely that it happened like that, but it's technically possible, so you can't charge him for murder because you can't prove it. It's better than no charges at all. You need evidence to prove 1st degree murder.

Unfortunately (fortunately really) you need proof beyond a reasonable doubt to convict someone of murder, and that evidence just doesn't exist. The best case scenario is to use his statements against him and charge him for what he admitted to, cause otherwise you'd have nothing. It's obvious to me that he murdered her, but a court must prove it beyond reasonable doubt.

There's not a shred of evidence that he intentionally murdered her, let alone that she was murdered at all, so the court would have had no choice but to find him not guilty and he wouldn't have done any time at all. The statement from officials at the end mention “other possible prosecutions” though, so I’m not an expert on this stuff but it sounds like there are maybe still possible prosecutions? Also, he has his reputation he could lose by doing what you suggest since he would be changing the “accidental death” story and admitting to the murder.
