Funnily enough and I found this interesting. In a timeline of the android’s creation. It does mention an Android #13 within canon was created but was deemed a failure.

True, the last we see in Dragon Ball is 8. Then in the android saga it’s 16-20 so realistically there must of been 9-15 in canon but deemed a failure. Whether 13 was the same as the movie one, we wouldn’t know

The Canon is DB is strange and weird. As an example, i will take C9, made with the corpse of Commander Red of the Red Ribbon Army, canon in Japan, appearing in three video games, several mangas and never mentioned a single time in the west... C9 even appear in the canon timeline made by Toriyama describing what happen after Goku's and Vegeta's death: he lurked into the darkness for years, playing the long game and after his nemesis died of old age he strike, taking control of the remnant of Frieza armies and wagging war on the galaxy.
