This is what I don't get with Cell, while he can access the dna's potential, a lot of the power ups from the DBZ warriors gained their power by hard work. So the same goes with Cell, there's no easy power up, he needs to work for it. Even with Freeza&Cold's dna, while it has a minimum power level, like Golden Freeza, Cell has to train to increase his power levels. Also with the other techniques, Cell shouldn't had been able to make CellJr since any dna donors couldn't do that like Picollo.
