Becoming an Admiral would mean that you become the attack dog of the World Nobles and the Five Elders. There is a reason why Garp kept refusing offers of promotion to Admiral despite his strength. He prefers to keep his freedom to do as he pleases in the Marines and get away with it as Hero of the Marines.

I'd imagine that after Luffy ate the Nika Fruit, Garp was told by the Gorosei to stay with him. Until Luffy turned 15, he started and trained with Garp, traveling the world, taking down Pirates, helping people, and taking down corrupt Marines. So Luffy decides to jump ship to make his own personel. Rescues Coby, then Zoro, Garp shows up to arrest Axe Hand Morgan, helps Usopp and agrees to take on Yasopp in the future, they get the Going Merry, Garp shows up to take in the Cat Pirates, decides to go to Baratie and rack up Garp's tab, Sanji joins. Mihawk shows up, except 'Marine Hunter' means he goes after Deserters, Traitors, and Currupt Marines, Zoro gets beat. Garp shows up to take in the leftover Kreig Pirates and pay the Baratie tab. The crew head over to save Nami, take out the Arlong Pirates, Garp shows up to take them and the bribed Marines. Garp gets Sengoku to agree to let the Going Merry & Straw Hats be Undercover Warlord Hunters: checking the Warlords and taking them down if necessary, they can steal from Pirates for funds, also collect bounties by secretly calling Garp, and they can take out corrupt leaders. Get Chopper, save Drum Island, Alabasta continues and they take down Croc, Smoker gets told the truth by Garp. They beat down everyone at Bellamy's and they call Garp, Skypiea continues as before but now everyone in the Grand Line knows what happened. Water 7, Garp finds out they had Robin, tells Luffy to let her go, Enies Lobby, Nico Robin learns to change her face using her DF powers and goes by Monkey D. Fleur, Garp allows it and says she's Dragon's first daughter. They get Franky, take down Moriah, Kuma shows up, takes everyone's pain and says he'll give back to them the next time they meet. Sabaody happens the same, Raleigh tells the crew he knows what they're doing and that it's a mistake because they aren't finding other Pirates trusted enough to be Warlords, Luffy punches the Celestial Dragon. Kizaru, Pacifistas, and Kuma wreck everyone, Kuma returns everyone's pain, sends everyone to the same places.

A Marine who want to stop the pirate era by getting to the one piece first. After seeing the corruption of Marine, he went alone to stop all this madness. Alone the way he meet up with different ppl, such as a pirate hunter, a cook, a sniper, a girl who want to draw the world map, and many more. Things would still went almost the same but it just Marine save island/country from pirate.
