The gen 1 starters were actually fairly common pokemon in the pokemon universe. It's only in the games that you can't find them everywhere because then they'd lose value to the players as "starters"

I'd give Giovanni a Mega Mewtwo X with the armor from the movie, Red a Mega Charizard X, Blue a Mega Pidgeot, Lance a Dragonite, Gold a Typhlosion, and Oak a Mew.

Because bulbasaur squirtle and charmander are all actually common pokemon in the pokemon universe, they only made them rare in the pokemon games 1) to make them more valuable to the player 2) because if the player had all three starters they could finish the game with just those 3 pokemon
