Actually I'm pretty sure this is so low-res because it's actually the model of the Comet Observatory from Galaxy 2's ending cutscene, which is a different lower-poly and lower-res model from Galaxy 1's observatory. What makes me think so is the fact that the domes have no doorways at all, something also true of Galaxy 2's little cutscene model. If you look closely at Galaxy 2's ending and this mod you can see they're the same model.

After seeing the models myself I understand why this is done. The full comet observatory is many models, so they have used the single, low-poly model from the game. I imagine this will be changed later into development.

This is a loading screen. You should probably use motion controls. Although these controllers are probably better suited for Odyssey. Anyways, hopefully this screen doesn't drive you crazy as it keeps suspense when testing ROM hacks...

Fun fact: I'm pretty this model of the Comet Observatory actually comes from Galaxy 2's ending cutscene after beating Bowser; it's not the model from Galaxy 1. That's why this is so low-poly and low-res, and missing several features like doorways on the domes for example, because it's a lower-poly model used in the background in Galaxy 2. If you look carefully at Galaxy 2's cutscene you can see it's the same model with these same limitations.

It's from Galaxy 1, where you choose a level, then right before choosing a Star, you see Mario leaving the Observatory.

SSDARKPIT He means the model itself as, when it's seen in 2, it's at a distance so there's less textures rather than the detailed Observatory in the original. He never said the Comet Observatory was introduced/from the original.
