I'm still of the belief that Solution 9 is a refugee city that used its vast technology to somehow Warp a whole city and its people from the shard that was undergoing the Flood of Lightning over to The Source. In this cosmology, technology that in any way more advanced than simple machines (like levers and pulleys) is often associated with the lightning aspect, so it's not hard to guess that if the world S9 is from is entirely like that (super high tech), then it would be ripe as the candidate for the power source of the Calamity of Lightning. Solution 9 is just the only one we know of that actually managed to work, and ended up here as a result.

I’m loving all the Solution 9 speculation. I really don’t have a big take on it other than it would be neat to have the relic weapons tied into it somehow, since they have such a unique look at the end of Endwalker. PS, I am bald, and have been for over the past two decades.

Our first look at solution 9 reminds me a bit of our first look at thavniar where the npcs Hadden been placed yet. So I don't think solution 9 will be abandoned especially with the functioning ad billboards.
