Flutter Mane is great because it is versatile while being strong, yet not absolutely broken, meaning that it doesn't need niche, direct counterplay to it. Xerneas is strong because it warps the entire game around it, meaning that you are required to create a counterplay against it, or you'll be eliminated. It's clear why Flutter won worlds while Xerneas hasn't.

Even with that, it would struggle to compete, theres only one thing that might give it an edge over rilla: bulu would also very much appreciate strong Fairy stab in play rough (or some new move)- it has nothing physical, similar to Koko, but it can't use its special attack stat to back it up like Koko can I could see it justifiably getting rage powder and/or follow me which would work very well at setting it apart and give it use too.
