I always understood the term as "the zeitgeist", the mindset of the times, human nature, which means it's applicable to every age. Warchiefs in primitive societies were expected to be in touch with the gods and sometimes be priests. A medieval western king could not be anything but an expert in war, that was what was expected of them and kings that "loved the people" were considered sissies by medieval people themsleves. The same is true of beuracracy in imperial China and Russia. Every human society is a reflection of the human perception of power, which is pretty much powerstruggles of hierarchical primates. This or that state has this or that policy because of geography. Nothing conspiratorial about it, and nothing to be done until the zeitgeist changes. Or, simply put, it's not the king that's in power, but the spirit of the time.
