The maximum rent subsidy that a household in the Housing Choice Voucher program may receive is determined by the Voucher Payment Standard.
Payment standards are set by the local public housing agency (PHA) for each unit size based on the Fair Market Rents (FMRs) published by HUD each year. PHAs have a substantial amount of discretion to vary the voucher payment standard and may establish different payment standards for different parts of their jurisdiction. By increasing payment standards in high-cost areas, PHAs can make it more feasible for voucher-holders to rent housing in resource-rich areas that typically have higher rents.
The Housing Choice Voucher (HCV) program helps participants afford to live in privately owned rental housing of their choice. Administered by HUD and managed at the local level by public housing agencies (PHAs), it is the largest HUD rental assistance program.
Households who receive HCVs pay about 30 percent of their adjusted income each month for rent and utilities, although they may choose to pay more (up to a maximum of 40 percent at initial occupancy) to rent units that meet eligibility standards (HQS Housing Quality Standards. The PHA pays the balance of the rent due, up to a maximum known as the voucher payment standard. The PHA is responsible for setting payment standards for each bedroom size, based on the fair market rent (FMR) for the surrounding area or ZIP Code (for PHAs choosing to use Small Area FMRs).
PHAs generally have the choice of whether to establish a single set of payment standards for the entire jurisdiction or to use different sets of payment standards in different geographical areas.
Request for Increase in Rental Assistance
Housing Voucher Program may request an increase in their Rental Assistance on their rent payment. Currently, participants are required to contribute 30% of their household income toward their rent and the Voucher contributes the remaining portion.
You are now able to have up to 100% of your rent covered through your Housing Voucher. (Please note that you will still be responsible for paying utilities and other costs.)
There are two choices for asking for a change:
1) If your income has decreased but your rental contribution has stayed the same, you are now paying
more than 30% of your income towards your rent. You can submit new income information and ask
to have your household contribution re-evaluated. You can ask to have your rental contribution reevaluated based on your HA - Housing Authority specific policies and procedures.
2) If you have experienced financial hardship or any added costs or expenses, you can ask to have your
Voucher contribution increased. You can ask to have the amount increased to cover up to
100% of your rent.
Exceptions to Payment Standards: Reasonable Accommodation & Exception Payment Standard
PHAs have discretion to vary the payment standard within 90 to 110 percent of the Fair Market Rent -FMR. This gives them some latitude to adjust for local market conditions but is often insufficient to enable participating households to access units in higher-rent resource-rich areas.
A PHA may, without HUD approval, establish an exception payment standard of up to and including 120 percent of the published FMR as a Reasonable Accommodation for a family that includes a person with a disability. Examples of circumstances that may qualify for an Exception Payment Standard as a reasonable accommodation include, but are not limited to:
• Rental of a larger unit to accommodate special equipment or a live-in aide.
• Special features such as ADA complaint bathrooms.
• Proximity to medical or other services

What about Small Area FMRs? How do you appeal living in the lowest payment standard thanks to SAFMRs that go by zip code? My landlord would be happy with the FMR I believe because ours decreased by hundreds and I'm told it's going down more at my recert. How do these HAs devalue my current voucher in order to force me into a different zip code with higher payment standard (especially when there's houses in both zips that have houses built by the same contractor and have the same floor plans)??? You are a Godsend giving I've been fighting this and other issues with an HA that doesn't care.

I greatly appreciate your videos which give so much more information about the “ low income housing“ system. I have called 7 different Housing Authorities & 4 Agencies on Aging & Disabilities. ALL of the Housing Authorities are not accepting any applications for Section 8 vouchers & some say they will not accept applications for at least 1 to 2 more years. I cannot even find any low income apartments available for September in Central Iowa, SE Wisconsin and NE Illinois. I’m 53 yo & disabled, trying to low income housing trying to find an apartment with washer & dryer hookup in the apartment (I own a washer & dryer) & because of my disabilities, i cannot sit in a laundry facility for 2 to 3 hours waiting on laundry & then transporting it to & from my apartment. Can you do a video explaining how people can look for & find a low income apartment?

I’m on Section 8 voucher, I am 63 years old my only income is Social Security and Social Security disability.. I’ve been living at the same place for eight years. I have been bullied all that time and last week they pushed me too far that I had a nervous break down and now I have to move and I’m scared to death… also the residence in the over 55 RV resort I live in trapped and killed my cat 😢 My service animal they knew when I moved in here that I had severe complex post traumatic stress disorder. I gave them the paperwork stating that so-and-so was not allowed on the property the manager of the residence. I’m terrified to live here. I don’t know what to do. I have too much to find somewhere. 😢

I need help please. I have not signed a new lease with my landlord since 2016. The Lease I sign stated utilities will be included in the rent. My housing worker emailed me stating the landlord requested to remove the utilities from being included in the rent. Again I have not signed a new lease since 2016. My housing worker stated she approved him to remove utilities from being included in the rent. Is it legal for the worker to approve the landlord removing the utilities from the rent without a new lease being signed since 2016? I am in Prince George’s County Maryland

i know in calif they are allowed to do it mine did it a few years ago and unfortunatly you have to pay it or move you will probably have to sign a new lease unless your old lease said after a year living there it would automatically go month to month like mine then there is no new lease to sign

I'm so happy I found your channel. I want to move for about 4yrs now, I'm very grateful for this program but I'm over the apartment & I'm extremely depressed living in this particular place. I would like to know how to calculate the amount I need to find a place & everyone in my Housing authority tells me I have to decide weather I'm moving so they can calculate how much the voucher would be to find a place. That's a chance I dont want to take because if I tell them I'm moving & cant find a place, I'll lose my voucher & I'll be homeless with 3 kids. Rents are extremely high where I live. Can you please help me? All I want is to learn to figure out how much is my 3 bedroom voucher amount currently to find a place to move to in Hollywood, Fl. Thank you.
