I think one can become a cabinet minister if one is truly exceptional in their field just like Dr S. Jaishankar he was an IFS and then after retirement he became foreign minister so if any IAS is exceptional btw officers working as secretary in union are already exceptional but by chance he/she may get a chance to be a cabinet minister eg.. finance minister, railway etc ..
