Probably older, smaller pipes that could more easily get clogged up with paper. Early plumbing like that was an issue in the US too until post-WW2 (at least in homes).

@@PongoXBongo You're right. it started bc of older pipes. But in most newer public bathrooms, you can flush it. People in modern homes all flush it down the toilet. You will still find signs in newer public bathrooms every once in a while, but it's mostly for older people who aren't used to the new ways, so they're given the option to throw it into bins. Interestingly, many places around the world also ask you to not flush, for example many places in Greece have older pipes too that are much smaller than what the U.S. uses.
