Yeah, everyone knows it was the man who Mr. Incredible saves from committing suicide who sued all the superheroes.

Buddy was a factor because the french guy puts a bomb on him after Mr. Incredible repeatedly told him to leave and Buddy didn't listen. Mr.Incredible is able to get the bomb off Buddy but then it destroys the train tracks, which Mr.Incredible has to take care of. Even though he saved their lives, they were still injured and blamed him for it. so yes the first lawsuit was the suicidal guy, but the train passengers suing Mr. Incredible is what exasperated things, another incident for the nation to debate in regards to supers and it snowballed from there, sparking lots of other court cases. It's likely that if the train accident never happened, another case would have propelled the banning supers initiative (seems like it was inevitable) but the train incident was partially Buddy's fault for not listening to Mr. Incredible and leaving a dangerous situation.
