The scene is meant to heighten the fear of the unseen Bat (up to that point) and the myth behind him. I'm not sure how deeply Hamm thought into the backstory of Gobs. The short story, he died unexpectedly around this time and it got blamed on Batman, who couldn't really cry innocent. That aside, here's what I think. Johnny was a partier. He was clubbing in the rough parts of Gotham. He had a few too many drinks, and he probably was hopped on cocaine. (This was the 80s.) He was so out of it he fell off a roof. End of story. An important question is, how high up was Johnny in the mob? Maybe Grissoms men threw him off the roof. Maybe he was Bob's predecessor? It would be easier to know what happened to him if we knew who Johnny was or wasn't. I heard a rumor years ago online, in the 90s. It was on a Batman website in the olden days of the Internet. It was that in the original script, they mentioned that Johnny fell into a vat of chemicals, this becoming the joker. This was well before Nicolson was cast and the final script. However, any script treatments I've seen don't show this. That Geocities Batman site lied to me.

I actually composed every single note by hand with paper and pencil before incorporating it into the notation software I used. I was very much channeling Danny Elfman and Bernard Herrmann when composing the sequence for Batman 89 Prologue. Of course I titled the cue as “Jack Napier’s Apartment” the sheet music was about 5 pages long.
