What's Holding You Back from Earning the National Honor Patrol Award?

More than annually, quarterly! From the application, form 512-021WB, 2011 Printing: "Your patrol may earn multiple award patches by meeting the requirements in additional three-month time periods." assuming your troop's PLC meets monthly, you have eight or more members in the patrol, & they're active in the other ways described, the real limiting factor one of my patrols found was requirement 5: "Help two patrol members advance in rank." Did some scouts ask to delay their boards of review so their patrol could earn the coveted star in two consecutive quarters? Maybe. But who are we to stop them? ;)
