Probably not from Taiwan as they use NTSC and 110V with flat pins (same as US). Mainland China and Hong Kong use PAL 220V with the round Euro pins so it might be from there.

I believe this is a Russian Clone Console...after looking around I keep seeing the Russian Federation flag for it's origin. I could be wrong, but I think it's from Russia.

Taiwan owned by France?! No, the reason is that these consoles were distributed in Europe. Hobby Consolas magazine in Spain advertised it in its back pages.

I have to wonder if it is really a "clone" and not just old stock that a company got ahold of and made their own cases. Some of the chips in the PC Engine were not easy to come by for anyone that wasn't NEC or Hudson.
