why i am say this because Panjshir resistance or National Resistance Front of Afghanistan are doing well they had an suppout from Tajik(27%), Hazaras(9%),Uzbek(9%) and Tukmens(3%) of Afghanistan and they are not fan of Taliban and its Government (islamic emirate of Afghanistan). just look at 1996-2001 Afghan military front, Taliban could not conquered the noth part of Afghanistan. And Taliban or Islamic Emirate of Afghanistan has suppout from Pashtuns(42%) and Baloch (2%), even they have suppout from Pakistani Pashtuns(15.5%) and Balochi(3%) from Pakistan, I think you know about unrest between Baloch people and Pakistan government. this why Balochi from pakistan side suppout the Tehrik-i-Taliban Pakistan terrorist group. so, what I think is Partition is good Idea. split the Afghanistan into North Afghanistan (islamic republic of Afghanistan) and south Afghanistan (Islamic Emirate of Afghanistan). Just think two superpower, NATO and afghanistan previous governments has fail to rule the full Afghanistan.

China is smart. Playing the game with money, in line of their businesses and cunningness. Money is a big thing and china takes the opportunity. Because they have the power to do so anyway. There is also a custom where you "回报" others for what they did, which means "returning the favour". So if China gives, they expect something back. Though it's a personal ethics thing.
