I just saw photos of a Maine tribe of the Algonquin nation with the traditional feather headdresses that you call war bonnets and they were further from the plains than Manhattan. Perhaps you are mistaken in your assessment of the statue's correct representation.

In the sculpture, the native had something over his forehead and it still looks like he has a healthy, intelligent sized skull and head if there even is such a thing.
