Honestly, Martian Manhunter would be a really good idea as he could read everyone’s minds or just flat out open up everyone’s minds so that they know everyone present is being honest with what they say. I know you said you picked villains because you wanted more "morally grey" characters willing to make tough decisions, however, I think they would better be kept for a DC version of "The Cabal," AKA the "evil" Illuminati created by Green Goblin during Dark Reign. Granted Namor was a member of BOTH the Illuminati and the Cabal, so having maybe Black Adam or possibly even Lex as that sortof flip-flopper that Namor represented in Marvel would definitely work.

Here are a couple of suggestions I would add, building on what you said. Maxwell Lord instead of Amanda Waller. He was able to take control of Brother Eye, he has interstellar relationships with Magna Khan, he has formed his own superteams, he is independently wealthy, and he is technically less “dirty” than Waller. Artemis. Themyscria would not send her queen into mans world, and Wonder Woman would throw hands with most of the rest of the “Illuminati”, but Artemis? She is a general, able to make war time decisions without blinking. She has Hippolyta’s resolve and less of Diana’s doo-goodery. Adam Strange instead of a Green Lantern. The oath does not say In brightest day, In blackest night…we might need to get up to sketchy shenanigans. At the first sight of making a hard decision that could cost lives, the Green Lantern would start busting heads. Strange comes with Zeta Beam technologythat can be appropriated by Mr. Terrific, and if Adam gets to big for his britches…he would be easier to kill than a Green Lantern. Think about it…T-Spheres with Zeta Beam technology.

As fun as thinking about this was, it seems all the more fun to me to imagine the scenario that would cause this group to come together. Originally, the Illuminati of Marvel Comics had seven members, so here are my seven for DC’s lineup. 1. Lex Luthor (leader) 2. Red Tornado (purely logical thinking, unencumbered with emotion) 3. Swamp Thing (earthly liaison, may not agree to work on a team unless they could convince him of its benefits to The Green) 4. Dr Fate (magic liaison) 5. Spanish Inquisitor [minor character from DC New 52 Deathstroke Vol.1] (access to some of the worlds best spies, assassin’s, and soldiers, without the fear of betrayal that comes with Ra’s Al Ghul) 6. Amanda Waller (Government Liaison/Public Relations) 7. John Stewart Green Lantern (Space Liaison, and can make difficult decisions) Honorable Mention: - Cyborg in place of Red Tornado - Ocean Master (can make tougher decisions than Aquaman, but can be kept in check by other members) [in place in John Stewart if the group was focused on Earth]

Here's a more heroic and more Earth-bound version that follows the "misguided heroes" theme rather than "whoever has the character to make hard decisions for the sake of Earth": -Aquaman: King of Atlantis, has much wisdom in terms of politics and war, understands that sometimes sacrifices must be made for the greater-good. -Wonder Woman: Representative of Themyscira, also extremely wise in terms of politics and war; she too understands the burden of choice when stakes are at hand. -Dr. Fate: An Agent of Order, he is extremely powerful is sorcery and will do anything to reach what he deems necessary; Also, A God. -Zatara or Zatanna: Both are extremely powerful sorcerers and have much experience when dealing with global, cosmic, and magical threats; They both have the ability to see the "bigger picture" which one needs to seat at the Illuminati. -Cyborg: A technological genius and technological-marvel himself, he is one of the greatest minds on Earth while being grounded and human; his connections to the Titans, tech, and general perspective would benefit the Illuminati greatly. -Mister Terrific: A billionaire and a genius, Mister Terrific's mind and strategizing would be much needed in large decision making, that paired with his leadership experience and capabilities makes him a fine candidate for the Illuminati. -Deathstroke: Although not an ideal candidate for a seat at the table, Deathstroke is one of, if not the, best assassin on Earth; I can very much see him being a hired-contractor by the Illuminati for their more "morally-ambigous" jobs. -Lex Luthor: Despite not being someone I'd see joining under normal circumstances, nor very heroic in most depictions, Lex is still a human who would like to see his planet and people thrive; if an emergency calls for assistance, Lex has the mindset to get any job done and the money and smarts to back it up. MAYBE: -Hawk girl: Although she is experienced in politics and war, and fits the mindset of "doing whatever necessary", I don't see her as having enough power or influence over Earth to guarantee a seat. -Martian Manhunter: Extremely wise, empathetic, and a powerful telepath and super-being, but he falls under the same problem as Hawkgirl. I just don't see him having the global-influence or power to seriously contribute to the Illuminati. -Ted Kord: A billionare-genuis superhero, Ted Kord has all the resources and influence to contribute to the Illuminati, although I don't know enough about his character to not think he'd be too compassionate to make life-or-death decisions on a global-scale. -Nightwing: Although he is universally respected and looked to for leadership by every superhero who's met him, I think he'd be too good-hearted to join a secret alliance that makes decisions for people without them knowing. Although, he may just join to keep the groups morality in-check. -Batman: Although seemingly a perfect candidate, always prioritizing "the mission" and doing *almost* anything to get the job done, it's that "*almost*" that holds him back. Batman has too strong a conviction to ever prioritize lives, to trade in his beliefs and morals if the time ever came. Although, I do see him being brought on in emergencies as an advisor. -Tim Drake: A genius tactitian, detective, and fighter, Tim posseses a peak, well-rounded skillet that can contribute greatly, however he too is hindered by the same moral conviction his father has.

Your top 6 picks is probably the most fitting iteration. I like the intrigue that Wonder Woman is the only representation among the DC Trinity. We don't always have to center Batman in these types of groups or storylines about espionage etc. Maybe we should throw in 1 villain to round out the group to 7 and for some tension. I feel like Dr. Fate would be a good contribution to this team. The helmet has a black and white view of the world and that's reflected in the wearer. The goal of Dr. Fate is to preserve order so he could act as a vital member of the team for that motivation.

The most famous is the group of Green Arrow, Batman(sort of), Black Canary, Green Lantern, The Flash, Hawkman and Zatanna that we see in Identity Crisis. Another one is the Quintessence, a "cosmic-ruler group" by Ganeth, Zeus, The Phantom Stranger, Shazam(the old magician, not Billy) and Highfather. But there are really a lot! I think my choices would be a mix of some of these characters: 1. Batman- Brings intellect/information and strategy (although he would more than likely be a reserve member; only there when needed like how he is sometimes with the Justice League; doing things on his own terms) 2. Dr. Fate- Brings knowledge of the Magical World of DC and he’s a powerhouse 3. Amanda Waller/Vandal Savage-either can make logically cold or hard decisions and bring government influence/resources (they both fight for the human race to succeed by any means necessary) 4. Martian Manhunter- an intelligent character that brings a different perspective especially since he is a powerful telepath 5. Mr. Terrific/Blue Beetle (Ted Kord)/Atom (either version)- intelligent characters that bring a lot of science/technology knowledge and fabrication to the table; one or all could be on the team 6. Wonder Woman- A great leader and diplomat that can definitely help when dealing with other countries/politics (I was debating on putting Aquaman on the list but like the video I don’t think he’d necessarily be on the team. Although it’s certainly possible, I just think Wonder Woman would be able to deal with or negotiate with him) 7. Lex Luthor- he brings a lot of knowledge; he’s also been a villain and hero, so he knows how to think like both 8. Green Lantern (Kyle/John/Hal)- any one of them can bring a lot of knowledge about space/alien intelligence, especially from Oa

I think Batman definitely would be one of the earliest members invited…but he would flat out reject membership. Wonder Woman I can see being someone who joins early on but would later join in, partially just because he’d want to keep tabs on the group. Also partially because he knows he could at least trust Wonder Woman or GL.
