I don’t think that’s what Vault was saying, but more about how that’s how Frankenstein sees it. The fact is Frankenstein is effectively immortal (in the ageless way) and in all his time he’s never did one of two things, never stopped to try and love anyone else and never stopped to question why does he love the bride when he knows nothing about her.

Listening to Frankenstein is reallly horrifying. The montage was to play it off as a little light hearted routine but hearing this stalker talk like that... it's terrifying. An immortal creepy monster not just in appearance but in his core keeps stalking you, wanting your love, wanting to "own" you no matter what you do he won't stop or leave you alone, killing anything or anyone who you show affection or spend any time with even those you found to be your closest friends and family. Not only that but He is also your "brother" that killed your "father" who groomed you. God this is messed up.

This is pretty accurate to the source material tbh (not the comics) from a physical standpoint not that bad but the combination of the way his body is stitched together combined with his intense personality doesn’t really endear him to many people. He wanted Victor to make him a bride because he didn’t want to be alone and Victor had the realization that just because he made a female version of of The Monster doesn’t mean they’re going to perfectly mix which could just result in two angry patchwork monsters. The Monster is well spoken and has a strong vindictive streak and even stronger emotions which also seems to be well reflected

It's 100% cluelessness. He's so radically detached from reality (both in his inability to understand The Bride's revulsion of him to his total misunderstanding of the Fake Orgasm scene from When Harry Met Sally) that he thinks one of the largest blockbuster films of all time is a rare underappreciated gem just because he saw and liked it. It's just another example to punctuate his delusions and completely self centered view of the world.

Though unlikely I hope Frankenstine and Bride become friends and maybe, just maybe some kind of love will blossom it may not be the love he wants, but it could the love he NEEDS. And Bride could teach him right from wrong, despite her body count she doesn't strike me as evil, cold and ruthless maybe but not evil.
