Thing is they likely did not stop for a rat. They did eminent domain on all the private property. After devaluing the property so the owners likely couldn't afford a refrigerator box. Secured the full amount of funding. Ooh ooh, there is an endangered animal. I guess we better stop construction. So those contracts got scrapped. Now what should we do with all this money we already have? Hmm. I think I will put it in my own pocket while we think about it. That is what I think really happened.

Turns out fewer spotted owls were seen in old growth forests because they were moving in to Newer growth forests. It's harder to find prey on the forest floor as it gets overgrown with vegetation. Not so endangered after all.
