Vader wasn't flustered. It's that going back to Tatooine, at least in his earlier years as Darth Vader, greatly risked reawakening Anakin inside him. By the time of post-Yavin, Vader has put some of his past behind him, to the point that he has no problem going back there, especially when he wanted to find out more about his son. He also cares very little about the woes of others at this point, even slaves'.

Because as they said in episode 1, the outer rim is beyond the jurisdiction of the republic. They would have been stepping on the toes of the crime syndicates who controlled the planet. And those same criminals were the ones paying off various bureaucrats in power in the republic. Some other comments just made me think. Anakin always felt trapped as a Jedi and trapped by their rules of essentially their religion. Now on the other side as Vader he was trapped by the suit and also the anger and the ways of the Sith. He felt trapped because he wasn’t meant to be a Jedi or Sith. He was meant to bring balance to the force. He is the chosen one. Thats why he could never agree with the Jedi and why he was turned to the darkside and why he gave into it so deeply. It would have been better if the Jedi never found him and he grew up Independent from any order
