@2:50 I believe you should have RA it might have KO'd and if it didn't KO, you still have heat smash/dash in your back pocket. Asuka player probably stole the match but that was a hell of a Low Parry

How do you pull off the just frame 3~4?

There are 3 techniques that have been found that you can try: Quickly sliding your thumb upon input (less practical if you play on controller), Piano style (hardest but most practical), or sliding your index, middle, or ring finger upon input (moderately practical). If you play on stick, the Piano is probably the best style. I went from 5% succession rate to about 65%. You can also do this just from for the Viper Halberd (4~3 in LFS). Hope it helps.
