It's such an old boss that the mechanics of protection prayers actually indicated what not to use against it due to her high defenses. It isn't actually a protection prayer to decrease dmg by 40% as we know it in pvp standards.

All skill capes have perks. Ranging Cape perk is that it has accumulator effect making it better than accumulator because it has effect and better stats.
