Being a full-fledged vampire is sort of like ascending to godhood, if the player is romancing him on the ascended path, he does not really "love" them, he cares for them as if they were a pet or a possession. Below him. Which is why he views this as less significant. He doesn't see it as any more than just pleasure, and he doesn't care about your loyalty because he doesn't really love you. In general he doesn't care about too much when he's ascended.

He was willing and happy. I let him bite me but that was it other than him approving of most of my choices up until here. I would say this is before you kill Cazador, because when you go back with Spawn astarion he says that he’s ready to try stuff like this again now he’s more free to do what he likes- that said I don’t recommend it because you still get him disassociating during it and it still feels wrong to me.
