Not sure where you got this list many other factors matter. 30,000+ americans giving up their nationality every year - USA should not be on the list period. Singapore is a good choice but the island is sinking as sea levels rise. They are also adding more restriction and rules BUT with all that likely the best place on the planet as they do have a more robust infrastructure. UAE are taxing now and that tax is going to increase. the infrastructure is not robust - Another set of rains and it becomes a swimming pool. Legal laws are also not robust. Their main benefit is as regional conflicts continue - Dubai gets populated. The infrastrcuture is overwhelmed and they need money money money - hence taxes taxes taxes will keep increasing.
