No exemption fees as you have already given the subjects and these are exactly same. Exemption means you are not required to give the paper but in this case, you have already given the papers although though different route

No. If you will register now, you have to give knowledge level first. You can start preparing for skill level and after your graduation you can register, claim exemption of knowledge level and attempt skill exams. Saving preparation time.
