People can still discriminate with who they enter a "business" with, and if that business needs people to operate "it", then facilities need to be provided. With many race based laws in SA, these W-hites would have too pay a lot in fines, on top of high taxes, so it will only be small enclaves. Think of these places as retirement homes for the last or 2nd last generation of W-hite SA's.

I went to south africa as a tourist from new york. One thing i have taken away is this. Based on how i saw the boeres speak to blacks. They do not respect, fear or have any regard for blacks. I was shocked. Once i was going to tell a group of young blacks " dont let him speak to you like that" . But i didnt. The boerer was our bus driver. Whites are usually all smiles and polite. They only ever show their true colours when they outnumber you, some of them are extremely kind so when you come across 1 that’s an a-hole it actually shocking. Usually when they outnumber you they want you to retaliate so they can unleash violence. I see you say you came as a tourist, if you went on a safari or something like that you probably encountered blacks that are from the rural places, they usually have an inferiority complex and usually have reverence for white. They’ll even go as far as to call you Mulungu (white) if you’re rich and black. That mixed in with the hospitality etiquette makes it the perfect environment for white to be a-holes.
