depends on what do you mean by academy. did they come at the age of 6-12 , grew in the club or did they pay money for them when they were 15-16 like bertrand traore, sancho(watford), pogba(le havre), sterling(qpr) either way the answer isnt chelsea or city because the aim for academy is to bring players through the first team? how many first teamers from the academy made it? ajax hands down for me. then maybe barcelona.

I agree that it’s important to distinguish between players that were developed at one club but graduated at another, the problem is where exactly you draw the line. Nobody anywhere is going to claim that Giggs was a product of City’s academy despite being on their books before crossing the divide as a teen.

Would of been interesting to see more of Jolean's perspective. Going through the Wolves academy he got into the first team at a very young age and got that game time which a lot of kids don't get. Premier league clubs now just don't take that risk unless they are forced by injuries. Wolves only have one in the first team Morgan Gibbs White who is very talented but still is inconsistent as he is so young and direct competition is Joao Moutinho, Ruben Neves etc so it is difficult for him to get that consistent run. Saying that he has played alot more than most (all?) Teenagers in the league so he has that faith from the manager and will get plenty of opportunities instead of him going on loan.

Pretty sure the "best" football academy is La Masia (Barcelona Youth Academy) which produces the most amount of professional footballers compared to any other football academy in the world. Ajax also has a famous academy and Man Utd also had a famous academy back in the early 1990's which produced Scholes, Beckham, Neville Brothers etc. which all played in a super successful time for the team.

A possible best for Manchester United since the Busby Babes - (so not including the 7 or 8 from the 48 cup winners and 52 league champs) Also included only Roger Byrne who was older than most the others and a likely England captain and Duncan Edward from those killed in Munich air disaster because he was so clearly special, though I have put him centre back to accommodate someone in midfield, though as a midfielder probably not even Charlton was better.) J. Rimmer, G. Neville D. Edwards N. Styles R. Byrne, R. Giggs B Charlton P. Scholes D. Beckham, George Best & Mark Hughes.Since the war Manchester United have had 4 teams where academy players have been a fundamental part (In fact the class of 92 in pure numbers is the smallest of these.) Ajax is as others have mentioned one of the great producers. I think people often forget Bayern Munich who have also had some great players come through their youth system, though curiously they paid money for most of them - clearly they trawled the country paying to take from other youth systems. A special mention also for Athletic Bilbao who have to rely heavily on their 'canterra' and have with Real Madrid and Barcelona been the only clubs never relegated. Personally, I think the Barcelona team that is coming to an end has (probably) been the best ever in this respect. Though, actually Barcelona have never had anything like this before, historically they have never been like the other clubs mentioned.

The entire model of allocating TV funding to Premiership and Championship clubs needs to change. Rather than allocating increments of money on the basis of a club's finishing position, there needs to be a parallel league table ranking clubs by their grassroots performance, which in order priority would be 1) Number of British players from the club to have debuted for their national side during the previous season, 2) Number of British players to have debuted for the club during the previous season, 3) Total number of British players to have played for the club during the previous season, 4) Total number of internationally capped British players to have played for the club during the previous season. Clubs should then receive the increments of TV money on the basis of their position in this grassroots league, thereby creating significant financial incentive and competition among the clubs to develop home grown players of high quality and quantity.

City and Chelsea definitely do stockpile players. There needs to be a change of rules to stop them doing that because it stops a lot of other clubs from getting a developing young talent. Southampton has one of the best youth Academy's in England, but since the surge of Chelsea and City's they haven't produced as many recently. Ajax deffo have the best, lots of class players. Barca are close behind as well. Can't look past United either, Rashford is class and even with Jose not giving youth a chance you've got players like McTominay making the first team and shepherding the midfield against PSG!

There is a big difference between having kids fro the age of 6 - 13 doing 10 12 years in a youth systeam and buying 21 and 22 years old kids from brazil and argentina and putting them in the first team. I dont consider that academie products. Ajax, Sporting, Dinamo and Barcelona actually have most of their great football names coming through actual academy systeam, a lot of other clubs in Europe like Shakhtar Benfica Porto and maybe even PSV they do more of the second which is very profitable and show very good scouting but are not at all youth academies like the the historical ones. most of the greats names out of this last group of clubs all arrived at the clubs over the age of 20. Ronaldo was younger when he debuted at United does it make him a United Youth systeam product?

In term of the current best academy in the world it's easily Chelsea. 5 FA Cup in a row and more importantly 3 out of the last 4 UCL final. Chelsea scout are actually really underrated they scouted Mbappe himself when no one could. It's just the way the club is run, if they run their club like BVB, Ajax, Spurs and Barca they could be easily top 3 in the world.
