Highly depends on the time of the match: If those are prelims, then he claps Naruto. I think he wins Sasuke even after the Chidori training, but it could go either way. Pre rotation Neji definitely loses to prelim Lee, with rotation could go either way. Shikamaru could win Neji, though.

I think there are a few that are... Oversimplified here. 1) Neji vs Temari: Temari is deadly at a distance, Neji close up. It's really a 50/50 because whoever gets in a situation that they want first, is the winner. 2) Neji vs Shikamaru: Neji has a huge edge here, but if Shikamaru has time to form a plan he may actually win. Neji SHOULD win though. 3) Neji vs Lee: Lee can only win if he's fast enough to blitz Neji before Neji can react and set up Rotation/8 Trigrams. Otherwise Neji can wait Lee out. I think Lee's fast enough but Neji's reaction time isn't bad and he's smart enough to know to put up Rotation if he can't find Lee with his eyes. 4) Neji vs Sasuke: Advantage to Neji. As I remember, Sasuke only has two tomoe and at this point if you want to give him Chidori, he has that and a small array of fire-style jutsu. Neji can avoid the jutsu simply enough, I don't think Chidori can break through rotation and Neji has 8 Trigrams, which is an immediate win if he lands it. 5) Neji vs Naruto: Neji wins, under the caveat he doesn't underestimate Naruto. He is smarter, faster and more adept in taijutsu (and probably ninjutsu since Naruto only knows SCJ) And finally 6) Neji vs Shino: I honestly can't even guess who would win in this fight, but it's definitely something to ponder.

Neji > Sasuke, they are genins now and in this form Neji is stronger than Sasuke we have to admit that. Naruto had Nine Tails chakra too so after his normal chakra was blocked, still he was able to fight otherwise without nine tails, Neji was going to be the winner. And unlike Naruto, Sasuke isn't a jinchuriki so just after the 8 trigrams 64 palms attack, his all chakra points will be blocked and he will be unable to use any ninjutsu or move his body. Just 2-3 hits of gentle fist attacks badly damage the body internally and give a stunning effect. And we must not forget that Neji underestimated Naruto and kept on with his destiny destiny......and Naruto got the chance to attack him. Is Neji would have fought without underestimating him, probably still Neji would have won. Just because the fact that he died in shippuden, many people don't acknowledge his abilities, strength and intelligence. He is one of the most underrated characters of Naruto

In short, Neji is number 5 after Naruto, Sasuke, Gaara dan Lee But for me he could be number 3. Naruto and Gaara is jinchuriki so assuming they don't use the biju power they perhaps not so powerful.
