I think Governor was psycho before the apocalypse. Just didn't show it. And Joe was definitely on Governor level but even worse because he cooperates with guys like Den. But Joe was great villain and so underrated.

He had a wife and kid before the apocalypse. Nothing he said even suggested that he was evil before the fall of civilization. When we first meet him he is at the level of necessary evil. He did not know if the small military group were good people. He did know they were potentially dangerous and had stuff he needed to maintain that civilization. Context matters so while he did use the thinking of a raider. He was doing this to protect his group which makes The Governor better than a raider. The necessary evil tag can also be applied to hunting down those who try to leave the camp. Since they might tell others about the location of the camp. He only becomes evil enough to be on this list after killing his own people for disobedience.

One thing that annoys me when listening to villain ranking discussions for the Walking Dead is that so many people confuse scale with severity. These debates always boil down to Negan vs the Governor, and while I agree with these two finalists, most people don’t give each character equal metrics. Negan, for example, was first seen much later into the apocalypse and had accrued far more manpower than the Governor, who was first seen only one year after the world fell. In a straight up fight Negan would absolutely win due to the sheer manpower that he obtained by season 6/7. While he did also manage to subdue multiple communities, he was never as unquestionably EVIL as the Governor was, and that’s what most people don’t take into account. Negan has more manpower, but the Governor was the darkest and most unpredictable villain in the show and its spin-offs. He had, in all likelihood, personally killed more people than Negan did even though Negan had more time to do it due to the Governor’s raids and scavenging tactics. The Governor also had a far greater impact on the show’s progression as he was the catalyst for the group going north in the first place. I firmly believe that if any one character had to be too far gone to come back that it would be the Governor.

Funny enough, in dead city the flashback with Simon had him getting mad at The Croat for torturing a kid and saying “kids is a line we do not cross”. But as we know he would later go on to kill all males (adults and children) at ocean-side. That flashback was probably during the time Rick arrived at the prison which was 1 year into the apocalypse. As time went on, Simon became more ruthless

Dude WHERE TF IS GARETH AND//OR MARTIN??? Martin almost broke Judith‘s neck and they ate people and killed them like they were folding laundry with literally zero remorse. They didn’t even see their victims as humans anymore. The most evil and really interesting thing about them is that they were all young and looked like they should be working at a Starbucks or leading a feminism march lol but they were the most evil group on the show by far. They also played off the helpless stupidly, nice façade so well when Rick and them got there. The show did a fantastic job of showing them as inexperienced and naïve people who were genuinely trying to do good and they looked completely normal. In the scene when Rick first arrives and meet Gareth, look at the people in the room with him, and also the lady doing the radio broadcast look like a nice woman who would be running a fundraiser, but she also eats people and so does that cute girl and every single one of those people there. So yeah, I really don’t think this video can be complete without the hunters on this list.

I just thought Gareth was saved by the fact he was actually trying to help people at the start and was driven to evil, unlike most of these on the list and Dante was a guy who was definitely unpleasant but at the end of the day he only killed several people on screen so doesn’t have the body count to warrant being in the list. I believe negan in season 6 finale and 7 episode 1 was the most evil but he came down to a better man over time, you could see the transition. But on the other hand the first and last episode with Otis was extremely criminal in how they showed how devious and evil he was, surely it was a great decision for his death because everyone would have been made a slave and a dead corpse if he was alive.

The governor was worse in the comics. He SA's Mischone repeatedly, and he kisses his zombie-fied daughter with tongue. Then he gags and pulls away and says something along the lines of "Sorry, daddy will get used to it eventually". Makes me wonder if he did gross stuff to his kid before she was turned into a zombie and how far the governor went with her as a zombie. Was it just kissing, or did it escalate? I forget what happened to his wife but i wouldn't be the slightest bit surprised if he killed her and started seeing his daughter as his "replacement" wife. I feel gross just typing this out.

Although the reapers weren't written very well imo, they were the only group that killed on sight and actively hunted people (Maggie & co from meridian) down. The whisperers had a 'somewhat reasonable rule' which was that you do not cross into their territory, although the pike deaths as punishment were very drastic. If the writing of this group wasn't so subpar I would add them to this list. On top of the criteria that you judged these characters on, I would say that the degree to which they could be reasoned with is also an important one. Same for garreth at terminus. Although you could say that he had a painful past, there was absolutely no reasoning with them and it was a certainty that the main group would be eaten by them if it weren't for Carol.

My headcanon for the Governor… I don’t think the apocalypse made him the way we see him. He was more than likely that way pre-apocalypse. I think he’s a psychopath, not a sociopath. He’s a Ted Bundy type essentially. I’m not saying he was committing crimes pre-apocalypse, but I wouldn’t doubt that he held some sadistic desires whilst maintaining a social facade e.g like BTK aka Dennis Radar irl If you deep who Phillip Blake actually is as a person, for all the reasons you mentioned and more, he’s definitely no.1 I don’t doubt that there’s other types out there as well though. I think the consensus of the law stops a lot of Governor esc types from acting on who they truly are, but when the law ceases… Humanity’s darkest creatures come out.

not only is the Governor evil as fuck but he's also extremely dangerous due to being insane, a sociopath, very charismatic, a sadist, and highly intelligent. i'd actually say the governor has the potential to be the most dangerous character in the entire show, if you think about it. I will say that the governor does have redeemable traits and does have the ability to care for other. but he is very weak minded and isn't able to keep him bad qualities at bay. many people don't realize how insane the guy really is. Although Dan, Simon, Joe, and Gareth might technically be more evil due to being mindlessly evil and simplistic characters without any hint of a good quality (Gareth - the cannibal - doesnt really care that his mom and brother died, Joe was in the show for too little of a time for us to really know if he has any good qualities. all we've seen of him are is bad qualities, and Dan is just a straightup pedo without anything else to his character), they aren't capable of the damage someone like The Governor could do. Gareth is extremely evil. I'm surprise you didn't put him on the list. I'd wager he's much worse than Owen. Owen is kind of stupid and ineffective compared to someone like Gareth, who's a charismatic and smart. Gareth was only slightly annoyed about his brother dying and his mother getting shot by Carol to the point where it was a bit unrealistic. It's heavily implied that Gareth is a psychopath, which does make the guy a much more logical man than The Governor. The thing is that, although the Governor may be more insane and illogical at times, he's still far more charismatic, stronger, more able-bodied, and more intelligent than Gareth. Even characters like Rick and Glenn are more intelligent than Gareth. Gareth just seems smarter than he really is because he's a psycho, logical, and charismatic. Gareth is also a bit cocky. Simon is funny, violent, cruel, and evil as fuck. and although he is also a smart guy, maybe even smarter than Gareth, he's too much of an emotional thinker. The Governor could also act rashly and make emotionally driven decisions. but he does so in a much more abrupt, vicious manner, making him unpredictable. Simon on the other hand, takes too long to act, long enough for someone like Dwight to turn his back on Simon and rat him out to Negan. Simon also really isn't a sociopath or a psychopath. he's just a sadist and a bully. kinda like Negan in the earlier seasons. Joe is actually a bit similar to Negan. Both are sadistic, violent, and cruel, and they operate under a set of rules. I think Joe is sort of what Negan might've been before he came across Sanctuary and was just a ruthless leader of a group of ruffians. However, Joe is still more evil than Negan due to allowing a pedo r*pist (censoring the word just in case YT deletes my comment) in his group. Something tells me that he and his whole group have participated in such acts. Aside from Joe being a smart, charismatic, sometimes polite, and level-minded man, he's still not as dangerous and bad as the Governor. The Governor is the kind of guy to usurp the position of a man like Joe from his team. We also never really see much else of Joe's character since his time on the show, although memorable, was rather short. As for Dan, aside from being a pedo, he's basically a non-character. There's nothing to him aside from being a sadistic pedo r*pist. but that's honestly two things that are worse than being a mass murderer, serial killer, or even a cannibal. But although he has almost no lines of dialogue, you can just look at Dan and surmise that he's likely stupid and isn't capable of much else. He's dangerous to someone like a 5'3" 13yo Carl (depending on the circumstance). But to anyone else, Dan is a scrub. He's one of the least dangerous characters in the entire show. so even though The Governor may have more redeeming qualities that many of the most evil characters, his intelligence, physical capabilities, charisma, manipulative abilities, formidability, and his insanity make him the most dangerous character in the entire show, aside from maybe Rick Grimes at the end of season 4 and throughout season 5.
