yeah but things get interesting if a future writer sees a throwaway line and thinks "hey, might as well" it should happen more often, if I were writing for doctor who, the moment I start running out of ideas, I'd just come through all of these and pick out a couple, I'd even go through audio stories and other extended media, I feel like it should happen more often than it does, it's a gold mine, and the fans would love it

She mentions minister of war before the moon cracking (which happened in 2049) which means it could be Roger Ap Gwilliam in 2046.

Considering The Minister of War will probably never be officially answered as it was just a throwaway line from Toby Whithouse, I'm taking this theory as the canonical answer. It's also refreshing to have just a regular human be such a powerful threat as opposed to the Master or some other God-like being.

Under the Lake / Before the Flood were written by Toby Whithouse, who had written several episodes before that, and he seems to have been one of the more trusted writers under RTD and Moffat. I think he was just setting something up for an episode which he never got to write. It wouldn't even be the first time. The alien undertaker was from a race he'd previously introduced in The God Complex. Then again, with RTD returning it's entirely possible that Whithouse will too. He's been rather busy running other shows though. In fact I'd argue he's the person best qualified to succeed RTD as showrunner.

No one will succeed RTD as show runner because series 15 will be the last series of the New Who era. The show is dying in the UK ratings and apparently no one is watching it on Disney+. And they deserve it. Tell the fans not to tune in and then call us racist when we don't? The show is run and has a cast of Idiots.

This is just a random thought, but what if it's something to do with the four horsemen of the apocalypse, with 'Mad Jack' being War. Then say the Toymaker is Pestilence (infectious play), Maestro is famine (of music), and then Ruby would be Death. Then her and the others creator would be their leader, like how Apocalypse is in the X-Men comics of his own four horsemen.

Everything that has happened to Ruby's new timeline is gone, in this case Roger running away from the stadium will never happen as Ruby doesn't have her Future-Ruby following her. At this point on Roger is still trying to win to be elected or is planning on getting his campaign ready. Depending the events after 73 Yards, we don't know yet what will happen but Roger is definitely still there up and running to get his plan going > In my opinion it's a fixed point in time that needs to happen, WW3 or Ruby/The Doctor getting rid of Roger.

What happend in 73 yards was a punishment fo Ruby for breaking the circle. Nothing what happened happens really in the doctor time line, it all was born from her worst fears. If the doctor would not have mentioned anything about nukes and the minister before, there would not have some kind of war minister in the episode. That is why "Mad Jack" only showed up after Ruby was used to be getting abandoned by each and everyone. Her next big fear showed up, that is the spirit of mad jack she read in the letter and the towns people made fun of and scared her.

In Empire of Death, The Doctor mentions that he helped depose Roger ap Gwilliam. So if he is the minister of war, then we'll probably not see it since it technically already happened. Although, with Moffat back writing episodes again, maybe he'll pick up on this in a future season.

It's funny that there was a big finish story narrated by Katie manning where the 3rd Doctor and Jo meets a Time Lady known as the Minister, a Time Lady who keeps her appearance but changes personality when she regenerates. Each of her incarnation goes by a different title, the Minister of Environment, Minister of Health, Minister of Industry, etc etc. and one of them is known as the Minister of War, which the Master tried to bring back for his scemes

Ministers Of Tomorrow Events: Valeyard shades of the doctor's darker side The War Doctor. The Master or Missy who brought the Cybermen the army of the dead to become the next Cybermen. The Great Intelligence is a powerful contender for the minster of war a spark of possibility. Then there is a surprisingly intriguing odd person one may say could never be her Kate Stewart impossible you say but in her future she could become a minister in the theatre of security and holds many sections to secret places as head of Unit so at some point in time her powers grow almost to PM or does become a minster of something vastly powerful and complex. Kate became the minister of war in 2030, and that means an alternative timeline and division is set up out of Unit by her. (Flux )

Roger ap Gwilliam himself was undone at the end of 73 Yards. ap Gwilliam, also known as 'Mad Jack', was released when The Doctor accidentally stepped on the fairy circle and Ruby read the messages. However, The Doctor ultimately didnt step on the circle, and the messages were not read - keeping Mad Jack (Roger ap Gwilliam) at bay. Therefore, I highly doubt that Roger ap Gwilliam will be returning. Ever.

This was interesting. I'm just watching the reaction and review vids (and clips and retrospectives ...) so I really have only second-hand knowledge of the last decade of Who. Could include the WarDoctor as a possible scenario in this "new-Who" franchise as welll. Or, a new incarnation of the WarDoctor.

Um, I just thought about this , and it may seem odd but what if the minister of War is an individual who is tied to the last words of the villain known as the toy maker who’s daughter was already shown earlier in the series, but in this case disguised as an normal wicked politician because the Villain toy maker warned “of the others or legions of his kind were coming “ well that might be an possibility to ponder? (Note: I just thought to throw that possible plot twist out there )

Hasn't RTD stated 73 Yards was just a big old bag of mystery boxes that there was never going to be any resolution to? Whatever actually happened to The Doctor, who was behind it, what Older Millie was saying to people, etc? Chances are ap Gwilliam is just a strawman British nationalist.

they described the minister of war the same way they described the master and the girl also described him as a minster. and in the episode the dr said he met the minster of war so maybe he is the master.

If Roger is such a bad person give me an example of something he's done? Nope, you cant tell me ANYTHING because all he's done is SAID things. Saying is different to doingl. 73 yard is such a weird episode because it's essentially a time loop that doesn't even happen. 'The Minister of War' is more of a title like the PM but not the PM themselves, like a member of the cabinet in our government. I have a feeling the Minister of War was planned to be an episode foreshadowed for that same season rather than in the far future. If you ask me, the only evidence of Roger being the Minister are his beliefs, which we know he doesnt actually act on, so the evidence for that is the same as the chance of it being a Time Lord or one of the other theories.
